Vicar general
As directed by Bishop Aquila, the Vicar General of the Diocese of Fargo may act in the name of and with the authority of the bishop according to Canon Law. He oversees a number of diocesan entities. REVEREND MONSIGNOR Joseph Goering serves as Vicar General, Vicar for Clergy and Moderator of the Curia. As Vicar for Clergy, he explicitly represents the Bishop in the life and ministry of the priests and deacons. The Curia is the Chancery, or Offices of the Bishop, and associated offices. As Moderator of the Curia, Monsignor Goering is, in essence, the ecclesiastical office manager for the diocesan offices. Monsignor Goering also supervises the Victim Assistance program and serves as editor of the Policy Manual for clergy.
